That's what's written on my 186GMT caseback. I believe it's the same caseback as the other PAM (the one with blue dial, North Pole). I tried to Google it but to no avail. Is there such a thing as Cape Arcticooky?

...I don't know, but James Cook was a british explorer who travelled to The Artic. Maybe the connection is Artic and Cook and they misspelled it...btw don't confuse James Cook with James T Kirk, who was another explorer and does goofy TV commercials for Priceline...

Found the landmass on googlemaps... no name there... used a world atlast to find the island name...
Its russian... linky to wiki page about the island: http://en.wikipedia.org/wiki/Severnaya_Zemlya

... no reference to the cape though... still looking. I wonder if it was a lack of translation from Russian to Italian to Chinese to English?....
