Best relumer for Panerai ?

I have a Noob V4 005 that i would like to have relumed. The stock lume seems decent, but some markers are brighter then others. The hands are much brighter then all the markers.

Can anyone with experience recommend someone to relume that is in the US ?

If the lume is uneven, or you want the lume to last longer.
Lume to last longer as in the time the lume...illuminates(?) or the amount of time the lume will be servicible on the watch (as in, OTB Lume is good for 1 year until the quality diminishes whereas a relumed watch will be good for 2 years?) I hope that makes sense.

The immediate effects of the lume, longevity (the how long before it totally fades out) would probably be better on a relume as well but I have not seen anyone do a proper ageing test for the lume.

I've never monitored a dial's luminescence over a few year span, but I'm fairly sure that is not true.

To the OP about the necessity of reluming a 111. Factories have gotten much better over the years, so it's not necessary. A relume will definitely be an improvement over stock, but not always by a lot. I do not know the factories process, but I apply a white nonluminous base coat. That not only helps with brightness but also creates a whiter day look. And then a very thick (high pigment to binder ratio) is how I prep. I do use an ultra fine pigment whenever possible, so that does mean the glow will be slightly less, another reason I up the ratio, to compensate as much as possible... but the finished product is far nicer looking than the gritty standard pigment.
