ARF Daytona movement change

Is there any watchmaker that can replace Daytona ARF movement with non-working chronograph to one with working

The more practical approach is to buy a Noob Daytona and have a watchsmith switch the better dial from the ARF into it, and vice versa. You can then sell the ARF with the Noob dial fitted to recoup some of the expense of the project.
