I don't use Wechat, but what you describe sounds like it's invitation-based, meaning that a Wechat user has to send you an invite, for example by mail.
The app itself, if not available in the system/OS app stores, can surely be acquired through an alternative app source. But be careful not to get it from a shady corner of the web. There are trusted alternatives available...

I'm currently migrating to a new phone which is a huge pain in the a** with 25 finance apps due to their necessary "security tech".
