So it looks like either a sh3186 or be 3186.

the lugs appear to be nice and slim. Maybe too slim. Can’t tell

the 22 on the engravings seem like the two numbers are rotated harshly with respect to each other.

the depth and width of engravings look good.

The movement is a VR3185. It's the only one with a blue hairspring and the upgraded balance staff shock absorber.

Factories and TDs typically call all of these true clone GMT movements "SA3186".

The following pics show the VR next to an SH and VR next to an SA. The SA has the balance regulator arm and beat corrector arms reversed.

The v9f seems like a great base. Not sure how the rehaut looks, the insert and bracelet don't seem to be the best but the lugs are nicely defined! They mirror how the new GMT cases look with sharp defined edges and the slight inner curve on the top of the lugs.

If the rehaut is good, put an ARF bracelet and bezel along with gen crystal and gen DW and it would be a great Franken.
