Hi, no it happens automatically. Whenever someone responds to a thread (even if just by saying 'bump'), the thread goes to the top of the list.

no, as a thread sits inactive the threads that people are posting in raise above it on the active topics list. when anybody posts anything in a dormant thread it brings it back to the top of the list. generaly when somebody just wants to raise it back to the top so it will be seen they just put the word bump in their post.
