PIC Posting Help

It seems that I've inadvertantly changed an Internet Explorer security setting and I'm not sure which it is. I used to be able to upload pics to here and other sites (I.E., Photobucket) but now I can't. The process begins, gets to a certain point and just hangs there, eventually timing out. I've rebooted, lowered my security settings and turned off firewalls, nothing has worked yet.

Any suggestions will be appreciated.
