The guy was probably out of glue.
Easy to repair; there are holes in the dial so that it can be placed nice right, not skewed.

A loose hour marker happened on my very first rep. The marker should have two little feet that fit into the dial and not a big thing to fix but for those that do not dabble into watchhacking it's a big inconvenience.
