For normal paypal sales:
For the seller (the TD) to be covered by Paypal protection he has to send the item to the buyers verified address with tracking details....use any other address and he would automatically lose any paypal claim against him.
If a buyer wishes to have an item sent to an address other than his verified address he must sign into his paypal account and add the extra address to his account and then stipulate the new address during the payment process...the seller can then send the item to this new address and be still covered.
In this case: TDs should simply not send anything to an address other than a buyers verified address - covers both the seller and the buyer. Buyers should always include the delivery address in the comment section of the payment as extra cover.
