crown height looks a bit too low? I am not a tudor expert though and it might be the angle

crown guard also looks suspicious

I took it to a watch shop down the street from work and they were hemming and hawing over it for a bit; they both agreed that it looks like a Swiss ETA, can't say anything about the actual watch...

The only kind of 7928 dial i have ever seen usually have "flat S" for the word "Submariner", like this:

Yours have a curved "S" for the word "submariner", does that mean refinished dial? No idea, I am not an expert on vintage Tudor but i thought maybe worth pointing out

Also your bezel teeth looks different to the 7928 i usually see

Good catch! Lume wear is also suspiciously uniform.

I've been looking around a lot and I can't find any way for a case marked 7928 to be sold in 1980 as the serial number suggests...

Also worth noting, the one you posted has the ticks going all the way to the rehaut; the one I have has ticks stopping short of the rehaut.

Its a Franken with a gen movement. That's why your watchmakers couldn't be definitive about its authentiticity. They don't want to lay any accusations. The biggest tell are the lumes, uniformity is the least of the problem, tritium doesn't age like that. Also notice how the rest of the dial are in Prestine shape other than the lume? The pearl shape also remembLe that of earlier Tudor blackbay reps by zf. This vintage Tudor is fake, yes.

It's a fake, and quite badly done - many things wrong with it.
