What is meant by "cartel"?

Hi all.

What is meant by the "cartel" in reference to purchasing watches? Is it a particular TD or all in general? For instance, I am interested in a rolex Daytona and in reading member reviews of their watches the talk about " spinmaster versus cartel" or "DW versus cartel". Is there a preferential TD that is "cartel" or all are?

The drop shipping dealer or dealers(s) who colluded to raise rep watch prices years ago.

I believe Perfect Clones and TrustyTime are Cartel. There may be one more I forget.

There was backlash from many forum members of their business practices and they were removed as TD from at least one forum as a result.
