No scuff marks, imho.
They could be oil traces or finish defects on underside of the case. It happens often. No warranties a new one will be safe about this.
Just accept it.
If you can accept the entirely wrong looking caliber seen through the open caseback and that poorly finished rotor and jewels which look like cherry bits on a Christmas fruit cake, don’t pick on the few marks, which can likely be wiped off. The caseback is the part of the watch which will get marred and scuffed anyway when you wear it. Don’t be too picky, the next piece may not be better.
