Submariner's bezel too high

Hi guys. This is my submariner. I like my watch, really, I love it because I expected 6 months to have it finished. I changed 3 different watchmakers. The second changed a lot of parts (without my permission) and done a work that, to be polite, was completely SHITTY.
The third one solved all the problems except one: the bezel is too high, touch the glass (the glass, the bezel and the case was together, same watch) and there is no click! The bezel can turn in both directions and now I don't know to solve this last problem.
Someone could help me? Pics!

Does it click? I could not hear any sound on my tablet. I'm wondering if the click spring is missing or bent?

I'm guessing he did not install the click spring, or more likely, it got bent with installation. Below is a good do it yourself tutorial if you feel up to the task. The click springs are only a couple of dollars.

The bezel is not seated correctly, maybe because the gasket between the ring and the case is twisted or damaged.

Look at this thread, about a quarter of the way down the page you can see the bezel ring/gasket/case construction.

If the gasket is damaged you will need to replace it with a new one in order to get the bezel to seat correctly.

I don't know all the little bits under there but I would assume they used the wrong gasket or it wasn't installed properly or something. My advice is to find a better watchsmith because that's just silly

Gasket is nylon - its a plastic/nylon ring, it is very easy to damage it when you replace the bezel ring - this is undoubtedly what has happened. As Maron said, find another watch smith to do it.
