Amplitude refers to how much rotation (in degrees) is in one full swing of the balance wheel. An acceptable number is above 250°, ideally above 270°.

Low amplitude could mean the movement is obstructed by dirt, oil is dried up, etc. Also, a watch that is not wound fully will indicate low amplitude, so make sure the measurement is taken after winding it.
