That guy is a real piece of work. I feel sorry if you ordered from him. From what I gather, he is selling his things on Instagram and WeChat. I don't follow Instagram, but he uses the ID bengur1985 on WeChat. If you want to put the hurt on him, you can add him on WeChat then use the report feature. That may get him banned there also.
