First Dumb Question...
What does "Best Edition" mean. Does that mean that the lock down lever will work and the blue sticker on the winding mechanism won't fall off?

"BEST" edition, "ULTIMATE" edition, A+, 1:1, etc. There is no official standard so the dealer is free to call it what they want. Dealer A can have a 'best edition' and dealer B can have one called 'ultimate edition'. Question: which one is better? :) Just discern the quality for yourself and don't put to much emphasis on what the dealer calls it.

Super dumb Question. The bezels on these divers are unidirectional rotating bezels right? It does not say so, but, I cant imagine a diver with a fixed bezel.

As far as I know and have ever seen they are unidirectional on dive reps. Some watches are in fact different, such as the Navitimer which has a rotating slide rule, but dive bezel=unidirectional unless it's broken. EDIT: I just thought of some others like the B&R that has an internally-rotating bezel. I think bidirectional is ok as long as the crown that adjusts it can be locked down. Otherwise it should be Uni.

Actually in Pams there are a few ultimates...they have different grades. A few that ring the bell are the automatics, 199, 088, 104, ect

What makes them better normally are the AR on the sapphire, nice thick DW, nice crown and cg.

My 199 went counter clock wise and that was it

They normally are 200-250 more than the edition below that
