Is this 5711 blue dial gen?

Hi All, Thanks to RWI. After researching a little bit, I decided to explore a Franken 5711 project. While searching online, I saw this dial. The seller claims it's authentic. Does anyone know just from the picture, is it a gen dial? and if yes, which year is likely to be? Thanks!

Yes its gen, no idea which year, but my guess is pre 2010.
