its quite difficult with IP. you cannot rely on it. in fact that he is using anonymous networks (over a tor network or else etc.) its not correct, to tell that he is sitting somewhere in spain.
its the same like the african business opportunities or an african prince that asks for advance fee to release millions of dollars which are hold in a bank in djabuti. And not everytime they are laying under or on a tree somewhere in nigeria, altough also next to you in europe or in the states.

this case is really bad and i have pity with all the people gets into something like this. it makes me really angry. there are so many bad people in the world, no business ethics, no human kindness, they would sell their mothers to get some cash.
i am really sorry about that case and i am feeling with you bro.

just 2 cents from an IT guy.
