Not possible. I've seen caliper measurements of it. Its 14.5 ish

Well let's not completely discount it. If Tgz can get a picture from toro that it is indeed 12.8mm, then I can be convinced that whatever toro has is that thickness. Probably unlikely as that measurement is exactly what's on the Puretime website as well so toro may just be quoting the advertising text given to them. Again, not completely discounting the possibility but without an actual photo (or better video) of the measurement, it's probably unlikely.

If you, a beginner in these things, cannot see any obvious differences, chances are most people won't either, at least easily.

I don't think the PAM960 is 14.5mm. Although it is 42mm like the PAM682, it is using a different movement. The PAM682 uses the P.9010 movement, the PAM960 is using the OP XXXIV movement. Anecdotal data places the thickness of the PAM682 at almost 14.5mm while the PAM683 is at 13.25mm. So it appears the 12.8mm claim by some TDs like puretime are sounding dubious.
