I use hand files for crown guards. Dremel works but it’s hard to get decent angles and curves shaved in that tiny space. Plus, one slip and you have more to do.
Hand files seem to work the best for me anyway. I just get the basic shape I want filed and then hand sand until I get a shape close to what I want. Then the rotary comes out to polish the crown guards.
Depending on the case, you may need to countersink the tube as well. Sometimes, they do not want to sit flush to the case so countersinking is needed.
Outer sides of the crown guards can definitely be done using a dremel but those rarely need that much shaving.
