Ive been trying to figure this out. I mean are people just bidding without reading? I wonder how PayPal works and wonder if people don’t mind the winning bid on a rep because they know they can dispute it. It’s crazy.

If someone is that stupid to bid without even reading the description, it's hard to feel pity for them. Hopefully they pay via PayPal so they can recover their money. Regardless, it's a TOS violation and I don't get why it's not been pulled. Add me to the reported list.
