I agree with you that both the 38mm AP ROC I've seen are very nice.
But they are relatively new releases by AP and not a "mainstream" model like the 15400 for example.
Nobody can really answer your question accurately but I do not foresee this being released at least in this year. The makers need to make everything new from scratch literally and that will mean that it is impossible to leverage on existing production parts.

Yes, the 15500 is being repped, and I believe you can buy them. Not sure about the maker, but the case set is entirely wrong. I will advise you to stay off it.
